As you get into information sources, you refer to many agencies by their acronyms (e.g. page 3 paragraph beginning at line 20). Please ensure that you have introduced and defined all these acronyms. Consider whether, given all the national and international sources cited, you might need an acronym table?

You made appropriate segregation of material between manuscript and supplement. Copernicus, however, does not archive supplements, at least not for the longer term. Manuscripts with appendices yes, supplements no. Keep the supplement as is for now, but also put a copy somewhere (GCP?) under a URL and add that note in the data availability section? We do not want to lose access to the supplement in this case.
